GeoWorld: What’s an SDI? Can It Support Emergency Management?

If one looks at most SDIs today, notes Ron Lake, they heavily emphasize a "librarian view" of the software-infrastructure element (i.e., the primary points of focus are metadata collection and discovery). As a result, they’re inappropriate to support many of the use cases for which such an infrastructure might be deployed.
