Prospecting for new reserves is an essential activity for oil and gas producers, but one that comes with a heavy price tag that can represent millions of dollars of investment.
Exploring for new sources of oil and natural gas is a very high risk undertaking. As the more easily accessible reserves become depleted, new reserves become increasingly harder to find and more challenging to access.
Once new reserves are discovered, pipelines need to be built to carry the extracted oil and gas to processing plants and distribution centres, and from there to the homes and businesses of consumers. And, once built, the pipelines need to be regularly checked and maintained.
Safety recommendations issued by the NTSB in response to the San Bruno gas line explosion advised that records need to be traceable, verifiable, and complete to help prevent future accidents.
According to the NTSB:
“all as-built drawings, alignment sheets, and specifications, and all design, construction, inspection, testing, maintenance, and other related records, including those records in locations controlled by [other] personnel or firms […], relating to pipeline system components, such as pipe segments, valves, fittings, and weld seams […] should be traceable, verifiable, and complete.“
